Under Qatari law, foreign businesses or individual employees entering Qatar must generally be sponsored by a Qatari person or business. At the same time the sponsor can facilitate the entry of the sponsored business in terms of government regulations and compliance. But this is not a pre-condition to offering sponsorship.
The Foreign Investment Law makes it unlawful to carry on business in Qatar without first obtaining the necessary licenses and permits. The most common form of establishing a legal presence is a Limited Liability Company (LLC) and currently the law states that most foreign investors require a local Qatari partner.
